As long as you get the appraisal waiver on the Freddie Mac automated underwriting system you will have an unlimited CLTV

The CLTV is unlimited depending on who your lender is. If your loan is with Wells Fargo the CLTV is unlimited. Wells Fargo would not be able to Refinance your loan if your current loan was with another lender at this point in time. Only can refinance Freddie HARP's if the loan was originated with Wells Fargo.
