I do not know of any yet on the retail side, there may be some brokers chime in here and point you in that direction.

Yes, and No. but don't be fooled.. Although VA allows for a construction loan, 99.99% of all lenders do not.. I'm not saying it's impossible to fine, but near impossible.. Realistically, if you want to build a home, you will need to use some of your own funds.. If you already own the lot and it's paid for, then that can be used as your qualifying down payment/contribution, since most construction loans will require 20% cash or equity as down payment, But you will need to get a construction loan first, and then upon completion, you can do a VA loan up to 100% and get your cash back.
