IS THERE ANY LENDERS WHO FINANCE A HOME UNDER $30,000?

Some very big banks will. I know Wells Fargo Bank pays their mortgage consultants well for handling small mortgage loans under $50,000 so it is not such a burden to do all the work such a small loan still entails. Many smaller brokers, mortgage banks, etc. just are not set up to do mortgage loans below $50,000.
