How does one go about finding a portfolio lender?

You go about it by contacting a local mortgage broker.. not the big bank on the corner.. Brokers have access to numerous different lenders ( i have 21) with each one offering a different lending program, including retained agency and portfolio loan products. The more lenders the more lending products and the greater likelihood your loan will get accepted. on the upper right of this page, you can select the "Community" tab.. then select "Find a Lender".. type in your zip code and you should get a list of local mortgage brokers in your area.. if you don't see enough choices, then try google.. type in "mortgage broker " and you should get a pretty extensive list.. but I caution you.. stay away from the nationwide or internet lenders.. find someone local where if you have an issue, you can walk in the door to talk face to face with someone..
